Assistant City Manager:
Chief Financial Officer - Carolyn D. Miller, CPA


Carolyn's Biography

Carolyn is the Assistant City Manager - Chief Financial Officer for the City of Brenham. She joined the City in May 2005 and was promoted to Director of Finance shortly thereafter. In June of 2009, she became the CFO and was named Assistant City Manager in April 2015. Her professional career began in the private sector, and for over 25 years Carolyn enjoyed a successful career including the big four public accounting firm of KPMG, healthcare management positions with The Methodist Hospital in Houston, Texas, and as corporate controller for Kolkhorst Petroleum.

In 1980, Carolyn graduated from Texas A&M University with a degree in Accounting, and she is a certified public accountant. Community service includes past Lone Star Girl Scout Council troop leader, HOSTS (Help One Student to Succeed) mentor, St. Paul's Evangelical Lutheran confirmation guide, and church choir member. From August 2011 until April 2015, Carolyn served on the Blinn College Board of Trustees and was chair of the Audit and Budget Committee and also served on the Long Range Planning Committee.

Carolyn and her husband Stephen, who is the President of Brenham Wholesale Grocery Company, have two children. Their daughter Allison and her husband Brad Trochta live and work in Brenham. They are both CPAs and are graduates of Texas State University. Their son Austin graduated from the University of Texas at Austin with highest honors and is in his third year of medical school at the UT School of Medicine in San Antonio.

Although Carolyn's career in government began ten years ago, she believes that her "performance-driven" management style coupled with strong operational and financial expertise provides the foundation for upholding the public trust in government.

Assistant City Manager:
Public Utilities - Lowell Ogle, Jr.


Lowell's Biography  

Lowell Ogle, Jr. joined the City of Brenham team in 1984 in the Utility Billing Department working as a meter reader. After 2 years, he moved into the gas department, where he became the gas crew leader and eventually head of the department.

Lowell has served in various other positions in City management and is currently the Assistant City Manager of Public Utilities; where he oversees operations of water, sewer, gas, electric, wastewater treatment, and water treatment.

Lowell views the city's utility infrastructure as a vital part of the City of Brenham.

Assistant City Manager:
General Government - Ryan D. Rapelye

Ryan's Biography

Ryan D. Rapelye was appointed Assistant City Manager - General Government for the City of Brenham in June 2016. As Assistant City Manager, Mr. Rapelye assists the City Manager with oversight of various City departments such as Public Works, Development Services, Community Services, Information Technology and Economic Development.

Before coming to Brenham, he worked for the City of Del Rio from 2011 to 2016 as Assistant City Manager in which involved direct oversight of multiple City departments. Before joining the City of Del Rio, Mr. Rapelye worked for the City of San Antonio from 2004 to 2011 with majority of this time spent in the City Manager's Office where he held two positions: Council Action Officer and a Special Projects Manager. He also worked in the City of San Antonio's Economic Development Department where he was a member of the Industry Development Team.

Prior to his work with the City of San Antonio, Ryan worked for the City of College Station from 2001 to 2004, as the Assistant to the City Manager. He began his career with the City of Lubbock as an intern in the City Manager's Office from 2000-2001.

Mr. Rapelye earned a Bachelor of Arts in Political Science from Texas State University (formerly known as Southwest Texas State University) and a Master in Public Administration from Texas Tech University.

Ryan, has a daughter, Alexandra Paz.

City Secretary - Jeana Bellinger


Jeana's Biography

Jeana Bellinger has been with the City of Brenham since November, 2006 and was appointed City Secretary by the City Council on October 16, 2008. Prior to her appointment as City Secretary she was the Administrative Assistant to the City Manager.

In 2010 Jeana obtained her Bachelor's degree in business management from LeTourneau University and received her Texas Registered Municipal Clerk (TRMC) certification through the University of North Texas. In 2016 she received her Certified Municipal Clerk (CMC) certification through the International Institute of Municipal Clerks.

She is an active member of the Texas Municipal Clerks Association (TMCA) having served on both the Audit Committee and the Scholarship Committee. Jeana is also an active member of the Capital Chapter of Municipal Clerks and is currently serving her second term as the Chapter President.

Chief of the Fire Department - Ricky Boeker


Ricky's Biography  

Ricky is a life long resident of Brenham and a 1977 graduate of Brenham High School. He joined the Department in May of 1988 and has advanced through the ranks to be elected Chief in 2005 by its membership. In 2008 he became the first paid Fire Chief for the City of Brenham. He has been an instructor for Texas A&M Municipal Fire School since 2000 and serves as Emergency Management Coordinator for the City of Brenham.

Ricky received the Brenham Fire Department's Firefighter of the year in 1995 and again in 2007. He was also the Central Texas Firemen's & Fire Marshal Firefighter of the year in 1996.

Ricky married his wife, Virginia, in 1982 and has 2 children and 3 grandchildren.

Ricky welcomes the chance to visit with anyone about the Department to hear their views and concerns. He are always looking for ways to improve and better serve the citizens of Brenham and Washington County.

Chief of the Police Department - Rusty Pancoast (interim)


Rusty's Biography  

Chief Pancoast has been in the law enforcement profession since the mid 1970's including 12 years with the Lower Colorado River Authority retiring in 2008 as their Director of Public Safety. Chief Pancoast also served as Chief of Police for the City of Bee Cave near Austin for six and one-half years before retiring from that position to Kerrville in September 2014.

In retirement, Chief Pancoast works with the Texas First Group to provide interim chief services to cities that are between permanent chiefs. Chief Pancoast has provided interim chief services under a Texas First agreement for other Texas cities in the past. That will be the arrangement in Brenham as well.

City Attorney - Cary Bovey


Cary's Biography  

Prior to founding the Law Office of Cary L. Bovey, PLLC in 2009, Cary co-founded the firm of Bovey & Bojorquez. Cary also worked in a thriving solo practice and was an associate with Brown McCarroll Sheets & Crossfield, LLP. As a shareholder in Sheets & Crossfield, PC, his practice focused on serving municipal clients.

Much of Cary's experience was obtained as Assistant General Counsel for the Texas Municipal League (TML).

Cary received his Doctor of Jurisprudence from the University of Texas School of Law and his Bachelor of Arts in Political Science from Texas A&M University.

Personal Life
Cary and his wife, Becky, have two sons who are currently attending college at Texas A&M and Texas State. Cary currently serves on the elder board of the Hill Country Bible Church of Pflugerville. Cary has served on the Charter Review Commission and the Local Law Enforcement Block Grant Advisory Board for the City of Round Rock.

Director of Community Services - Wende Ragonis


Wende's Biography  

In 2012, Wende began her career with the City of Brenham as the Purchasing Manager. Since that time she has earned additional responsibilities and is now the Community Services Director. In this role, Wende has oversight for the Nancy Carol Roberts Memorial Library, Blue Bell Aquatic Center, Main Street and Community Programs and Marketing.

Wende graduated from Baylor University with a degree in Business Administration with a concentration in Management Information Systems. She began her career with Andersen Consulting (Accenture) as a technology analyst, but left her tenure there as the Information Technology Procurement Manager overseeing $40 million of technology expenditures. After time off to rear her young children, Wende was later employed by Longwood Elastomers as the Sourcing Manager.

Wende, her husband and their three children have called Brenham home since 2005. Wende has held the position of Treasurer, Vice President and President of the Board of Directors for the Boys and Girls Club of Washington County and served on the Brenham Country Club Board as the Director of Membership and currently serves on the Brenham ISD Foundation Board. She has been an active parent volunteer for St. Paul's Christian Day School and Brenham Christian Academy, but her most recent volunteer activities are serving the Brenham Jr. High and High School Cub Band and the Brenham Children's Chorus. Wende and her family are active members of Brenham Presbyterian Church and feel very blessed to be a part of the Brenham community.

Controller - Stacy Hardy


Stacy's Biography

Stacy joined the City of Brenham in November 2006 as the Accounting Manager and was promoted to Controller in June 2013. As the Controller, she oversees the accounting, financial reporting and budgeting areas of the City.

Stacy is a graduate of Brenham High School, Blinn College and Texas A&M University with a Bachelor of Business Administration in Accounting. She has been a certified public accountant since 2000. Stacy began her professional career as an accountant in the oil and gas industry in Houston.

After 6 years of working in Houston, Stacy returned to her Washington County roots. She and her husband, Trey, have three active children who are experiencing all the benefits of growing up in this great community. Stacy's community involvement includes being a parent volunteer with Brenham Children's Chorus, Girl Scouts and Washington County Little League. She and her family are active members of Zion Lutheran Church where she has been a Sunday School teacher for over 12 years.

City Engineer - Lori Lakatos


Lori's Biography  

Lori Lakatos is the most recent addition to the City's leadership team in her role as City Engineer. She comes to Brenham having most recently served as the City Engineer for the City of Tomball. Lori had been on staff with Tomball for the past 7 years serving both as City Engineer and previously as Assistant City Engineer. She also served as the Acting City Planner.

Lori is a civil engineering graduate of the University of Texas in Austin. She obtained her Professional Engineering license in 2004 and previously worked in the private sector in Houston for a major engineering firm for eight years. She is a certified floodplain manager and is knowledgeable in Geographic Information Systems (GIS).

Her experience included working on significant growth in the community in the role of oversight of development matters. Tomball and Brenham are unique in being a relatively small number of cities with municipal gas systems. She will provide technical assistance to three major functional areas within the City: Public Works, Public Utilities, and Development Services.

Human Resources Director - Susan Nienstedt


Susan's Biography

Susan Nienstedt joined the city in November 1999 in the Public Utilities department, and has advanced her career at the City of Brenham to now serve as the Human Resources Director. Susan has a Master's degree in Educational Human Resource Development from Texas A&M University, and is a member of Texas Municipal Human Resource Association, as well as the Society of Human Resource Management.

Susan's focus is to attract, engage, develop, support and retain a well-qualified workforce to best serve the residents of the City of Brenham.

Director of Public Works - Dane Rau


Dane's Biography

Dane Rau joined the City of Brenham in September of 2002. He is proud to serve his hometown where he was raised and attended Brenham schools. Dane graduated from Brenham High School in 1996, attended Blinn College, Howard Junior College, and Texas State University where he graduated in 2000 earning his degree in Environmental Resources and minoring in Biology. Dane first began his professional career while working for the Texas Water Development Board as a Groundwater Specialist. In September of 2002 he came back to Brenham to accept the Asst. Sanitation Supervisor's role. Dane then advanced his career by serving as the Environmental Regulatory Manager and the Asst. Director of Public Utilities from 2004-2012.

In September of 2012 Dane was promoted to Public Works Director where he oversees the daily duties of four departments and 47 employees, those being Streets, Facility/Fleet Maintenance, Parks, and Sanitation.

Dane's community involvement includes active memberships with Zion Lutheran Church, Keep Washington County Beautiful, Brazos Valley Council of Governments Solid Waste Advisory Committee, Texas Recreation and Parks Society and Washington County Little League.

Dane and his wife, Melonie have three active boys, Kade (13), Brady (11), and Nate (8). Dane enjoys fishing, hunting, gardening and coaching baseball.

Dane is proud to serve his hometown and always looks for ways to improve the quality of life in Brenham. He believes that his employees are his most important asset and that working efficiently and as a team along with taking care of the little things go a long way.
