City Government


The City of Brenham is a home-rule city governed by the City's Charter. The charter provides for a city Council-City Manager form of government.

The City Manager is responsible to Council for supervising the day-to-day operations of all city departments. In addition to supervising department heads, the City Manager is responsible for the annual budget; researching and making recommendations to Council' meeting with citizens to understand their needs' and providing executive leadership.

Department Directors

City Manager - Terry K. Roberts


Terry Roberts has served as the City Manager of Brenham since February 2001. Immediately prior to coming to Brenham, he served the community of El Campo as their City Manager for 10 years. Other cities in which he has served as City Manager include Seguin, Yoakum and Diboll. Terry began his career in city government in 1975 as a staff member in the City Manager’s office in San Marcos.

Being involved in providing municipal services is a rewarding experience and especially in a City like Brenham, the City Manager stated. Terry’s career in city government began shortly after graduating from Texas State University in 1974. He is an active member of the Texas City Management Association serving as Region 7 president of the Texas City Management Association (TCMA) in 2006. He later served on the statewide TCMA Board of Directors.

Terry is a past president of the Brenham Rotary Club and is a member of Brenham First Baptist Church. He serves as President of the Brenham Community Development Corporation (BCDC). The BCDC is the sales tax board of the City involved with funding community and economic development projects. The BCDC works closely with the Economic Development Foundation of Brenham as a representative from the City along with Mayor Milton Tate.

Terry says he chose a career in city management and local public service because he believes it provides a real opportunity to make a difference in the lives of citizens in the community.

Assistant City Manager - Kyle Dannhaus

Kyle Dannhaus graduated from Brenham High School, Blinn College, and Texas A&M University. He has worked for the City of Brenham since 1984 and is currently the Assistant City Manager. Kyle and his wife Ginger have two sons, Jason and Blake. Kyle enjoys baseball, football, ranching, and spending time with his family.

Assistant City Manager - Chief Financial Officer - Carolyn D. Miller, CPA


Carolyn is the Assistant City Manager - Chief Financial Officer for the City of Brenham. She joined the City in May 2005 and was promoted to Director of Finance shortly thereafter. In June of 2009, she became the CFO and was named Assistant City Manager in May 2015. Her professional career began in the private sector, and for over 25 years Carolyn enjoyed a successful career including the big four public accounting firm of KPMG, healthcare management positions with The Methodist Hospital in Houston, Texas, and as corporate controller for Kolkhorst Petroleum.

In 1980, Carolyn graduated from Texas A&M University with a degree in Accounting, and she is a certified public accountant. Community service includes past Lone Star Girl Scout Council troop leader, HOSTS (Help One Student to Succeed) mentor, St. Paul's Evangelical Lutheran confirmation guide, and church choir member. From August 2011 until April 2015, Carolyn served on the Blinn College Board of Trustees and was chair of the Audit and Budget Committee and also served on the Long Range Planning Committee.

Carolyn and her husband Stephen, who is the President of Brenham Wholesale Grocery Company, have two children. Their daughter Allison and her husband Brad Trochta live and work in Brenham. They are both CPAs and are graduates of Texas State University. Their son Austin graduated from the University of Texas at Austin with highest honors and is in his third year of medical school at the UT School of Medicine in San Antonio.

Although Carolyn's career in government began ten years ago, she believes that her "performance-driven" management style coupled with strong operational and financial expertise provides the foundation for upholding the public trust in government.


Fire Chief - Ricky Boeker


Ricky is a life long resident of Brenham and a 1977 graduate of Brenham High School. He joined the Department in May of 1988 and has advanced through the ranks to be elected Chief in 2005 by its membership. In 2008 he became the first paid Fire Chief for the City of Brenham. He has been an instructor for Texas A&M Municipal Fire School since 2000 and serves as Emergency Management Coordinator for the City of Brenham.

Ricky received the Brenham Fire Department's Firefighter of the year in 1995 and again in 2007. He was also the Central Texas Firemen's & Fire Marshal Firefighter of the year in 1996.

Ricky married his wife, Virginia, in 1982 and has 2 children and 3 grandchildren.

Ricky welcomes the chance to visit with anyone about the Department to hear their views and concerns. He are always looking for ways to improve and better serve the citizens of Brenham and Washington County.

Police Chief - Rex Phelps


Rex Phelps became the head of the police department June 1, 2009. Phelps has over 20 years in law enforcement, and was the chief of police for Forest Hill in the Dallas-Ft. Worth area for two years before coming to Brenham. Chief Phelps worked in patrol, criminal investigation and narcotics before becoming a chief. He and his wife Jennifer have four children. Chief Phelps is a strong believer in listening to, and being involved in, his community.

Director of Public Utilities - Lowell Ogle, Jr.


Lowell Ogle, Jr. joined the City of Brenham team in 1984 in the Utility Billing Department working as a meter reader. After 2 years, he moved into the gas department, where he became the gas crew leader and eventually head of the department.

Lowell has served in various other positions in City management and is currently the Director of Public Utilities; where he oversees operations of water, sewer, gas, electric, wastewater treatment, and water treatment.

Lowell views the city's utility infrastructure as a vital part of the City of Brenham.

Director of Public Works - Dane Rau


Dane Rau joined the City of Brenham in September of 2002. He is proud to serve his hometown where he was raised and attended Brenham schools. Dane graduated from Brenham High School in 1996, attended Blinn College, Howard Junior College, and Texas State University where he graduated in 2000 earning his degree in Environmental Resources and minoring in Biology. Dane first began his professional career while working for the Texas Water Development Board as a Groundwater Specialist. In September of 2002 he came back to Brenham to accept the Asst. Sanitation Supervisor's role. Dane then advanced his career by serving as the Environmental Regulatory Manager and the Asst. Director of Public Utilities from 2004-2012.

In September of 2012 Dane was promoted to Public Works Director where he oversees the daily duties of four departments and 47 employees, those being Streets, Facility/Fleet Maintenance, Parks, and Sanitation.

Dane's community involvement includes active memberships with Zion Lutheran Church, Keep Washington County Beautiful, Brazos Valley Council of Governments Solid Waste Advisory Committee, Texas Recreation and Parks Society and Washington County Little League.

Dane and his wife, Melonie have three active boys, Kade (9), Brady (7), and Nate (4). Dane enjoys fishing, hunting, gardening and coaching baseball.
Dane is proud to serve his hometown and always looks for ways to improve the quality of life in Brenham. He believes that his employees are his most important asset and that working efficiently and as a team along with taking care of the little things go a long way.

Director of Community Services - Wende Ragonis

In 2012, Wende began her career with the City of Brenham as the Purchasing Manager. Since that time she has earned additional responsibilities and is now the Community Services Director. In this role, Wende has oversight for the Nancy Carol Roberts Memorial Library, Blue Bell Aquatic Center, Main Street and Community Programs and Marketing.

Wende graduated from Baylor University with a degree in Business Administration with a concentration in Management Information Systems. She began her career with Andersen Consulting (Accenture) as a technology analyst, but left her tenure there as the Information Technology Procurement Manager overseeing $40 million of technology expenditures. After time off to rear her young children, Wende was later employed by Longwood Elastomers as the Sourcing Manager.

Wende, her husband and their three children have called Brenham home since 2005. Wende has held the position of Treasurer, Vice President and President of the Board of Directors for the Boys and Girls Club of Washington County and served on the Brenham Country Club Board as the Director of Membership. She has been an active parent volunteer for St. Paul’s Christian Day School and Brenham Christian Academy, but her most recent volunteer activities are serving the Brenham Jr. High and High School Cub Band and the Brenham Children’s Chorus. Wende and her family are active members of Brenham Presbyterian Church and feel very blessed to be a part of the Brenham community.
